In democracy it doesn't mean your free to do everything. Remember that freedom has its own limitatios. Laws are enacted and legislated in order to regulate the action of individuals not to stop you from exercising your freedom or right but to prevent you from violating the rights and freedom of another person. Jean-Jacques Rousseau: Man is born free but everywhere he is in chain.
Hence you can exercise your freedom to drive as fast as you can but in order to protect other drivers, commuters, by-standers and even your self it is imperative to regulate your freedom for a possible danger or cause harm to others.
Animals natural habitat is in the jungle or forest and not in urbanize cities but with the existing problems such as abuse on animals or perhaps to prevent harm to neighbors this must be regulated. The fee actually represents a regulator and by paying such charge it will definitely prevent you or partially deprive you of having too many animals in your home.
I hope you've watch spider man, there was a line there that (in essence) "great power comes great responsibilities". Be responsible and sensitive with these rules or end up in a MOB Rule.

It depends where you live exactly, it sounds like you live near a big city, in urban areas you have to consider that other people live there too, in other words if your animals are howling or barking all night and you just let it carry on, or they are making a mess and you do nothing about it, then you are showing dis-respect and no consideration to your neighbors, if you are driving like a complete nutter in heavy traffic just because you are late for work or something then don't be surprised when you get pulled, the trying to keep up with the traffic scenario is an old one, I know I have tried it, It just doesn't wash believe me, it sounds to me that the fast pace of life is getting to you and you are getting paranoid and neurotic, why the heck do you need more than six animals for gods sake, if you like them so much then go and work on a farm out in the country, where no one will bother you as they seem to be doing now!!!
People are always whinging on about their rights, and about being free, if we all thought we can live how the hell we like, then the really decent people would be living in total fear, do you think that laws are made just for the sake of it, personally I having nothing to fear about law and order, whats so bad about zero tolerance when there is so much vermin out there ready to ruin and take everything you hold dear in your life.

i really disagree with some of the answers here!our rights are being slowly but surely taken away.its small things yes but then so were landslides when they frist start.most people dont notice unless it happens to them.the rest of us the ones it happens too are just called sour grapes.but i really think we should all pay attention.
