He seems to lay near the bottom of the tank and there is blood coming out of his fin.

Sounds like it might be a parasite. Go to your local fish store and ask what kind of meds they suggest for Bettas. They should be able to help if you describe the symptoms, too.
I have a Betta too and he was very sick recently, we thought he was going to die. But I found some websites online that talked about Betta diseases and has some good suggestions on how to treat them. I followed the ones I thought matched best and he is doing a lot better now.

it sounds like it could be fin rot or an ulcer on his side. what colour betta is it? can you see any other blood spots or obvious veins running through him? if so it could be septicemia. go to the bettatalk diseases section that others have linked.

Research the disease at link below. Follow treatment. Personally I haven't had much luck with treating any disease, they eventually die anyways. I think though that if you get disease in your tanks, you must really clean them out, don't leave any dirty water or use cleaning tools that may be contaminated.

flush it down the toilet or hope that it is just some irition that will heel. You problably do not want it to contaminate the aquerium if there is other fish in there.
