Although a plunger is your first option when unclogging a toilet, sometimes what is needed is a "closet auger" . This is a type of a wire coil that you crank slowly and safely thru a toilet to unstop stubborn toilets. I have included a picture tutorial describing how to do this. I have been a plumber for many years. Closet augers are available at any hardware store and are not that expensive.

strange but a plunger does sometimes struggle,i once saw an old plumber unblock a toilet in 2 seconds that 3 other plumbers had already been at with a plunger,he fetched from his van a piece of wood nearly 3 inch square and fixed round it a piece of old carpet and used this as a plunger he pushed it down the pan twice and the blockage was gone,he said that it gives a far better seal and pressure than a standard plunger as it fills the bottom of the pan an compresses at goes down giving more water pressure and volume to the plunging action, also a tricjk for doing sink drains like the ones under the kitchen windows from the sink etc.

You have a stopped up drain. Use a plunger and force the water in, and it should work after a few strong tries. If that doesn't work, you can use a snake to snake it out, but they are (to me) hard to use, and probably if the plunger doesn't work, I'd say go for the plumber. To fix something like that wouldn't cost you very much...

I agree that it is an adjustment in the chain/strap that lifts the flapper. You may need to "play" with it to get the correct placement. It is irritating that so many companies are marketing "universal" flappers. You really should have purchased the same type you had before. Toilets are "engineered" to work a certain way with certain type parts. What seems like would be better, can also cause more problems. Good luck with your project.

You should really try to plunge it, work it too, push the lever and as soon as you do that start plunging. If this doesn't work, please call the plumber.
