If you're a member, you can get party hats. As a non-member, you can get halloween costumes and christmas items (scarves, hats etc.). The last thing I know of is wizard robes. You can get dye and make the robes whatever color you want.

I hear there are prince and princess outfits, fremminnik cloaks, among others.
As for the frog outfit, halloween mask, and christmas items, those are available to nonmembers too (I'm pretty sure that applies to party hats, too)
