Nothing in San Francisco beats the St. Francis. It is the definition of a fine San Francisco hotel.
And "central location" isn't all it's cracked up to be in SF. The "sights" are all over the place and you're going to be riding trolley cars to get to most of the places you want to go to anyway.
And while you're there, if you want a truly unique, fun, romantic experience, go to the El Mansour restaurant a block off Geary street in the west side. It is a fantastic experience. Allow yourselves about 3-4 hours for a full-blown, multi-course, authentic Moroccan meal in a small, cozy room on cushions with a first-rate belly dancer for entertainment. Call for reservations. I never miss it when I'm in SF. Houda, the owner, remembers me every time I have gone even when there are a few years in between visits. She is a great hostess. Union Square area is the best. Just go to any of the websites showing the hotels in the Union Square area. Use the public parking garage in the center of Union square for best cost and easy access for all of the Hotels within walking distance. Hilton, St Francis, are very good.

San Francisco Marriott. Get a suite on near the top. Amazing views, great service, and you're a block away from union square. There is also a great bar on the top with huge 3-story windows overlooking the city. Amazing views night or day.

Mark Hopkins is in the financial district very close to union square and it is very nice. Also, the Argent hotel and Hilton hotel are right on Union square, both of those are very nice as well. Have fun!!

I think that Carmel is more romantic. I would get a room at one of those little inns that have fireplaces in the room. Walk among the shops in Carmel holding hands. Eat at a romantic little hideaway. Visit the wharf at Monterey Bay. I think it is it's most romantic when it's foggy and drizzly. Even better reason to loll around by the fire, or sit in the in room jaccuzi.
