Once a year would be my answer. This would allow you to judge if you have met your goals, and allow you time to adjust the next years' goals accordingly.

At this time, a thorough analysis of your spending habits is in order; every one should have a budget to track his/her spending patterns throughout the year. Then, at review time, you can see where and on what, you blew your money on.
