I spam it. But it keeps coming under different names. How did they get victims' email address first?

Just about all email clients now have some kind of spam filters. You need to activate your filter and "train" it by identifying spam that gets through to your inbox and by identifying legitimate emails that get sent to your spam box. If your email client has no spam filter, you can change to a different one or buy anti-spam software.

You can't. All you can do it add them to your junk mail list as they come in and block them.
Spammers are getting better all the time at circumventing Junk email filters to get to your inbox...you just have to deal with it...
