The central problem Hamilton faced was one of huge DEBT and, along with that poor credit.

Hamilton's main challenge was to develop a program --and gain sufficient SUPPORT for it!-- to handle the HUGE debt of the federal and many state governments. The debt was such that the government's CREDIT was very poor. . .so they had trouble getting anyone to lend them money.

(Gaining support was difficult, because his plan would make the federal government stronger --which Jeffersonians did not want-- and would involve the federal government taking over debts from the states --and those states that had already done well at paying off their own debts didn't think it fair they should pay to help the rest.)
