Please place in rank (1 being the best) as far as academic prestige is concerned (which graduate schools would be most difficult to get into..I know its largely program specific, but overall)

Man, that's really hard to do since it really is so program specific. I'll give it a shot tho. In order of overall prestige, from best to worst:

Vanderbilt (easily the best)
UC San Diego
Rochester
UC Davis
U of Minn - Twin Cities

UC Santa Cruz and George Mason have a generally crappy rep, with GM definitely being dead last.

The 4 after Vandy can really swap places anywhere amongst each other depending on the program.

well it really depends on what your program is. I am in grad school for poli sci and I know for a fact that Rochester is well-known for their political science program. It is one of the best in the nation, however the school as a whole isn't fantastic. Many schools specialize in a few key programs. Vanderbilt is a very well-known and respected school, as is davis and minn-twin cities. I researched all of them when looking for grad schools in my area and i know they are highly ranked in polisci, but you didn't list your program so it is hard to be specific. I do not know much about george mason or santa cruz though. I think the other schools are all great schools and you should be excited to get accepted into any of them.

A good scale to use is the Times Higher Education Supplement. It is probably the most respected international ranking of universities there is.

i'd say: Columbia Cornell NYU BC GWU U Richmond / Villanova the actual 2 would be the final for math or engineering, yet there are greater valuable faculties available for those than those later on your checklist, so that's beneficial to go searching slightly greater.
