Ye. It is quite normal not only for women but also for men to have hair on their butt cracks. The is a portion of the pubic hair of the body. The purpose and use of these hair are -
It acts as a pheromone trap. Pheromones are scents the body produces that generate sexual arousal in a partner. It is believe that perhaps the pubic hair captures these and the scent wafts into the noses of our potential mates.
It keeps the genitals warm. This hardly seems plausible given the relative scarcity of it relative to the size of our genitals, however. Perhaps evolutionary trends have reduced the perceived need by the body for it, and it is gradually fading away.
It acts as cushion to avoid possible irritations when the butts move up and down.
So do not worry and leave it as it is-

I have seen it naturally smooth, and naturally hairy....and shaved/waxed....the fact is, it really just depends on whether or not the person is a hairy woman. Does the leg hair grow quickly after shaving? Is it coarse and thick hair? Are the arms hairy? These would all be indications of lower back hair/butt hair

It sure is! It sucks... but it is. haha. You just don't see it in Men's magazines because the girls get it waxed. I mean, some girls don't but some girls do. Girls get hair in a lot of places they don't show in magazines or talk about. Some get it on their nipples, on their stomachs, in their nose, on their face... anywhere really. Totally normal. It is normal for all human beings to have hair there.
It is just as natural as eyebrows and arm hair.
Most women have those removed, is what I've heard.
