It depends on the girl that your asking. If shes more in to the sappy stuff you write her a poem or do something cute that shows her that you like her more then a friend. if the girl is not like this and your shy then have a friend do it thats kinda of the cheating way out. If your not shy just tell her when you feel the time is right.

Find out where she hangs out and "happen by" sometime..strike up a converstaion,offer to buy here a coke or some coffee...if she seems friendly,invite her someplace unusual but cool...a hot air balloon event,a rodeo,a gallery,..something like that,I dont what your area has...make it something in the daytime though at first....build from there...

Well, dont just bring it to the unexpectedly. First start off talking by talking to her, and then slowly get to know each other. And hopefully she'll get an idea taht you like her.

first of all, i asked a question exactly like this. some answers i got were that you should start slow, then maybe do activities with her, then maybe ask her to go to a movie, and that she will get it eventually.
P.S. do NOT say that you like her by saying "i like you" i tried it, and it did not work

It depends .. do you really like her ?If you really like her, then the best way that I can think of is to give her flowers .
