The Bill of Rights protects individual citizens and states from the potential of abuse by central government.

The Bill of Rights was added shortly afer the constituton was completed. The 10 concepts (originally 12, but two were defeated.#12 later came back as the 27th amendment to the constitution) draws strict boundries as to the extent to which government could influence the affairs of the individual states and the individual rights given to citizens by the constitution.

The frames of the constitution recognized that central government could do some things better than individuals or states. The constitutioin set up or at least implied a system for enacting legislation that could expand the rule of law as circumstances dictated. This was very wise. No one in the 1790's could have foreseen automobiles or the internet and all of the protection that is required to make sure that one citizen or company doesn't take advantage of the rest.

The writers of the constitution were able to see that a system for enacting new laws carried with it the danger that governmetns made of men (and women) could abuse their law making power. The bill of rights and subsequent amendments to the constitution make it much more difficult for government to tamper with your right to speak freely, be a member of any religion you choose, have a fair trial if you are accused of a crime etc.

The Bill of Rights is a brilliant document balancing the legitimate interests of central government with the legitimate but sometimes competing interests of individuals and states.
