What a bunch of lousy answers!!
A municipal utility district is created when neighborhoods are built in unincorporated areas of the County. They issue bonds to build a water and sewer infrastructure and tax the homeowners to repay the bonds.
Theoretically, the MUD should go away when the bonds are paid or if the area is incorporated into the City of Houston. Don't expect this to happen soon; because many MUDs are accruing new expenses as they convert from well to surface water. And, a few years back, the City realized they could save a bunch by leaving the MUD's in place. Make sure you find the MUD tax before you buy. It can easily be higher than the school or county tax.

A Mud Tax is about $4,500.00 of my money every year in Fairfield.
Municipal Utilities District - water, gas, sewer, trash pick up and law enforcement (contract deputy).

It's like a sewage tax,you live in an area that's not part of a municipality so the sewage cost is covered by a particular community !!
