With a very steady hand. I used to wear it all the time. After a while it gets easier.

Use it on one third of your top lash. I start on the outside and draw a line going inward whereas most friends of mine start one third into the eyelid and then draw outwards. As the other answers say practice does make perfect but the best thing to do while you are learning is to use a pencil eyeliner to draw your line and then draw over the pencil using your liquid eyeliner. This also helps the liquid eyeliner to stay on for longer. Just make sure that you have plenty of cotton tips on hand incase you do make a mistake.
** After you apply liquid eyeliner keep your eyes closed for about one minute or until the liner is dry otherwise you will end up with it all over your eye lids.

Practice makes perfect. I just started, at the age of 24, to wear eye liner and I love it. I can't believe I went without for so long because it scared me away. Anyway, I would say not to even try applying it in a moving vehicle and make sure the eyeliner you use has a small enough brush. Some are very big. Also, you could trybracing yourself against the bathroom sink and your arm against the wall or something like that to get more steadiness.
As other's have said, practice makes perfect.

well hear is how it goes you pull back your eye with the one free hand you have. Then you draw the line on your upper lash line and boda boom bada bing there you have it a line on your eyelid
