If people humbled themselves before God, a disaster would less likely strike. But the Lord might allow disasters to still occur to have us depend on him even more and strengthen us as a nation. Israel had their crises and it strengthened them in their faith in the Lord.

It depends on the situation. Those old Testament dudes were being naughty and murderous for centuries. This was their final warning.

Nowadays, bad things happen to good people and vice versa and only God knows why. I don't think natural disasters are necessarily punishments. The affects God has on a person are personal.

Yes, it was G_D that sent Katrina to punish the wickedness of that city. But the G_DLESS ones will only deceive and blame the Righteous, this is occurring and will continue until the sheeple learn that he will still destroy the unbelievers, and punishment is at hand.
