There is under the First Ammendment a qualified right to Freedom of Assembly. Basically, if you comply with applicable law in your local jurisdiction and obtain the proper permits you can have a gathering for almost any purpose. This was why the American Nazis were granted a parade permit to march in the Village of Skokie Illinoiis, inhabited by Holocaust survivors.
The right to petition, obversely involves gathering of support for a given initiative for presentment to some government body to try to comel them to take action.
