I go to a HS that according to Newsweek, is in the top 0.65%. That's right, 0.65% and it's extremely difficult to be the top 10% for the class rank. When you go do college do they take the consider how competitive your HS is? Also, do they have a certain standard scale for the GPA or do they just use the GPA you receive from your HS?

Use the GPA from your school. The colleges are aware of the reputation of the high school that you attend. They also check into the grade school that your school uses. Some schools use a 5.0 scale while others use a 4.0 scale. A student who gets a 3.8 on a 4.0 scale is not quite the same as the kid who has a 3.8 on a 5.0 scale. Don't worry about it; they will know that your high school has a high ranking.
