in web design, because larger files require longer download time when would it be apporpriate to use them?

What kind of file? Image? Music? Video? Code? Program?

It's never appropriate to use a larger file. Some file types (like music, video) need more information to get better quality, so better quality files will be larger. It's a trade off, and a design decision. If file size wasn't an issue, everyone would do the best quality possible. You need to find an acceptable quality given the medium that fulfills file quality and file size constraints.

The simple answer is: you can use larger files in your site if you can be reasonably certain that everyone in your audience will be using high-speed connections.

Example: If you are designing a site for an artist, and the only people who will be looking at this site are people in the trade, then certainly boost up the size of the graphic files to maximize visula clarity.

depends in what aspect you are referring to as there are many times it is appropriate such as video etc.
