It seems that everybody here believes that Montana is the answer, and I totally concur.

Montana is the only state that touches Canada, Idaho, and North Dakota.

It is a rather large, sparsely populated state. Its capital city is Helena.

So find that northern border, and move along until you find Idaho, North Dakota, etc. The rest should be easy.
