your heart rate increases as you get more active to circulate blood and oxygen through your body faster to the muscles - they're being used and as a result use more oxygen and need to be replenished quicker

for just the opposite reason that it slows down during periods of inactivity. You need more or less oxygen due to its depletition from activity. The only O2 can get in your system is through your blood going your lungs. It makes sense that your pulse will go up or down.
