its kinda wavy but he's just a baby and its growing and its very wavy

It's called a rosette. Some have them, some don't.
Does your guinea pig have a tail?

Actually yeah i have seen one like that. I used to breed Guinea pigs. Our female usually had 3 babies and at least 2 of them were what we called "teddy bear" with the curly hair. its a very rare trait but so cute!
