Don't try to do it nicely, it can't be done.
Your roommate is playing you for a sucker.
Tell her you are a serious student and 3 kids is way out of bounds for you.
She will leave. and then change the locks.

You really just have to nicely point out that with 3 kids in the house , you don't know how you will be able to study for school. Just give your roommate time to find another place, and explain its not personal and you would like to remain friends.

You can tell your roommate that you really don't think there's enough space in your apartment for that many people, and you think he/she and the kids would probably be more comfortable in their own place so they could have their own space, just for their family. If you're living in a place that doesn't have a lot of kids now, you could point out that the kids might be happier in a complex with lots of kids to play with.
You could also talk to your landlord. There may be rules in your contract about how many people can live in your apartment and whether children are even allowed. In fact, if you talked to your landlord first and it was against the rules, the landlord might be the one to talk to your roommate, and then you wouldn't even have to confront him/her about it.

Tell her you can't have 3 kids in the place while you're in school.
