Specifically, can a nominating committee present more than one candidate per office if the organization has no Standing Rule governing this?

Nominations must come from credible organizations and must be members of good standing.

In my experience the committee nominates one candidate per office, but at time of elections can accept nominations from the floor. The committee presents a "non competitive slate."
