Not such a good picture so it's hard to say. It has more to do with a presence than beauty anyway. Are you confident? Do you wear your clothes well? Your kind of skinny though...don't you want to eat some nice healthy food?
My suggestion is to stay in school and get a job because models don't exactly seem like the happiest people on the planet.

You could go into commercial modelling but not into catwalk. An agency could still hire you without the height - although this can limit your oppurtunities. You should go to an agency if your serious and some of them will have open days which you could go along to. If you really want to get out there you could try a 'Model Search'. You may want to consider modelling part time though because your oppurtunites will be more limited.

To really find out about your modelling ability, you need to post a regular full body, un-posed picture without makeup. Thats how agencies look for talent. Any shmuck can go to glamor shots and get a really touched up pouty photo.
Agents and scouts are on the lookout for a few things: facial structure and composition, height, ethnicity, body proportion, and (unfortunately) weight.
Directly, no. 5'6" is too short for a high fashion runway model. Starting heights are usually 5'9" and above.

If you want to be a high-fashion model in New York City, the answer is no.
To model in NYC, the recent height and weight requirements are
now: 5'9" tall and 125 pounds.
You can probably model in your home town.

You're pretty, but definitely too short for the catwalk/runway. At your height, you would have a very limited earning potential as a model. I would suggest you look at alternative careers.
