There is not a mathematical formula, voters just rank who they think are the best teams. Voters still think that on a neutral site (the first UW OSU game was in Wisconsin) the Buckeyes are the better team. The thing that hurts Wisconsin is losses to Indiana and Missouri St., both weak teams, while Ohio State's losses come to Wisconsin, Florida, and North Carolina, all top 10 teams. I don't think it will matter though because both should get #1 seeds in the tournament.

The polls don't have much to do with logic; college football proves that every year.
As for college hoop polls, Southern Illinois lost to Indiana in December but are several places ahead of the Hoosiers in the polls. You can probably find all kinds of inconsistencies like that.
In the case of Wisconsin and Ohio State, the Badgers beat OSU in Madison over a month ago so for starters that victory is discounted slightly because it happened several weeks ago awhile ago and was a slightly less surprising home win. In the time since OSU is undefeated and Wisconsin has lost once. In the what have you done for me lately world of the polls, a head to head win six weeks ago is not as important as what's happened in the last five games.
Besides, I'm sure knowledgeable pollsters realize Wisconsin still has to travel to Columbus this year and that is PROBABLY going to be an OSU win; losses you haven't had yet shouldn't factor in but on paper, at least, it would look like OSU is in the drivers seat vis-a-vis Wisconsin.

Maybe it's because the teams Wisconsin beat, weren't as highly ranked as the teams Ohio beat.

All i choose for Christmas is my 2 the front tooth ( I had an twist of destiny years in the past and the front have porcelin caps that opt for to get replaced in about 2 months even as i'd have saved sufficient money to change them!)
