You go girl for being honest and open with yourself! I'm in the same boat (no bragging here just pure honesty, I'm slim with a small bust), and so my advice for you comes from my shopping for homecoming nightmares.

Go with a cocktail dress that falls to about knee length, pretty fitting and maybe some ruffles around the bottom for a girly look.

Personally, I've always hated halters because contrary to what someone else has said, they always exaggerate the fact that I have nothing up top. Instead, while dress shopping, I always look for empire waists. They look great, even on short dresses, and the accentuate what you do have. They've always looked great on me anyway!

And personally, I've never been a fan of the whole short in front long in back dress style. If you're short, you're not going to want a long dress if you can help it because it'll accentuate your vertical impairment (:-D), but if you want a slight change in length, go for an asymmetrical dress that gets slightly longer on one side than the other.

Best of luck finding your dream dress!

Halter top gives the illusion of bigger chest. If you're slim--more to skinny side, don't wear dress or skirt below your knee, but very long gown up to your feet will be ok.

Watch Will&Grace sitcom, you can copy most of the clothing Grace Adler wears, she has flat chest and always wear clothing that flattering to her shape.

look towards Audrey Hepburn. Theres no need to make your bust look bigger with a wonderbra. There are clothes that make the bust look fuller. (see wedding planner-the movie)
