when you are talking with them, do you think this means more that
a. this person is dishonest. ( cant trust person)
b. this person thinks that I am dishonest? (person doesnt trust me)
why???
I personally dont like looking at people when talking because I feel worn down by it.

They used to say that people who masturbate couldn't look other people in the eye.
I think you will find that it is rather a genetic disposition to avoid hostility. For most mammals, looking directly in the eye is considered a threat by a member of the same species.
What I don't like is the touchy-feely twerps who stand too close, or actually touch you without invitation. Natural instinct is to attack such rude people.

Usually it can mean that the person is thinking. Now this can be either to recall events or to create events (lying). A person's eyes will subconsciously move when this is happening. Although you can read a bit more into it depending on the directions the eyes travel. (up left or right, I just don't remember which direction is which for the recall and create). However if a person is looking down or trying to hide their eyes many times then they are perhaps more dishonest.
Also looking straight at a person's eyes can be thought of as very authoritative or controlling. Many times people can be intimidated by this. Take into account other body language. Do they fidget? Where are the arms? Is the head tilted slightly to the side?

There are other reasons why a person cannot have eye contact when chatting. When reading body language you cannot just take a single behaviour as having a specific meaning. Look at clusters.
Anxiety: its not just when a person is lying that a person suffers from anxiety. You may remind them of someone who they fear.
Couture:For many couture's, to look someone in the eyes is considered an attack, they therefore will not. there is a good evolutionary reason for this, our eyes face forward, they are the eyes of the predator. In nature, the eyes of pray animals are on the side of the head so they can see an attacker coming behind.

I don't assume either. Personally I have trouble making eye contact a lot. One reason is for the very reason you have mentioned, during a long conversation it wears me down. Another reason is if the conversation is uncomfortable or if I am in a particularly shy mood. So I definitely don't think that just because a person avoids eye contact that there is something going on.

I think there needs to be an even amount of eye contact during a conversation. If someone is staring at you, it may be that they don't trust you, they are watching your every move. If someone never looks at you, it seems like a low self-esteem issue to me. I often look around while talking and occasionally look back at the person to make sure we are still connected. While listening, I always look at the person, I think it helps get the full message.

Alot of people say that this can indicate that they are lieing(either on the current situation, or they in general can be liers). But, as you stated, some people just simply do not feel comfortable looking others in the eye. They may feel intimidated, exausted, or just generally uncomfortable with the action. Try addressing the rest of their body language. Shuffling of the feet, stuttering or stumbling over words, and hands in the pockets or hidden can often be another sign of lieing.

people always say that if a person does not look you in the eye for are lieing and being dishonest and have something to hide.

I learned to just look at eyebrows, not directly into eyes anymore--it was a creepy-uncomfortable feeling staring into some. And I know Im the most trustworthy, honest person I know! I only look directly into eyes when we're laughing or when they cry, I dont know why.....I mean someone please tell me!

If a person feels intimidated by you, they wont look you in the eye. Thats probably the main reason

Because that's me and it's hard to change. I used to be afraid of rejection and I'd just rather not see that rejection in their eyes.
(I'm working on it. The rejection part usually doesn't interfere any more, and I'm not as shy as I was, but it became a habit and habits are hard to break.)
