cleansers strip all the oil from your skin. your skin tries to overcompensate, and it just gets more oily. moisturizer puts back a small amount of oil so your skin stays balanced.

You may not actually have oily skin it could just be oily because you do not use a moisturiser. When you cleanse your skin you remove any dirt, bacteria and excess sebum (oil) if you do not apply a moisturiser afterwards your skin will try to counteract the dryness by producing too much sebum, resulting in your oily skin.

Use a milky cleanser designed for normalising oily skin, follow this with a lotion (NON-ALCOHOLIC toner), and then apply a light day cream.
Twice a week you should use a non abrassive facial exfoliant and once a week use a mud or drying mask- this will remove any excess sebum and bacteria and unclog your follicles.

After about one week you should see a difference in your skin and by two weeks your sebum levels should balance out and reduce.

I hope this information is helpful to you

You could use a moisturizer specialized for oily skin. You should still use it b/c your face wash may dry your skin so use the moisturizer to keep your skin balanced.
good luck!

NO, you need moisturizers that are waterbased. I dont even think they put oils into Moisturizers anymore.
