Inertia. the water wants to travel in a straight line, and in doing so it is kept toward the end of the bucket, even when upside down.

the water in the bucket has outward momentum because you are pushing it out as you swing and the force you are creating is greater than the force of gravity

g-forces. thats the same reason while when ur doin a loop in a roller you feel like someone is sitting on ur shoulders.
