It wouldn't connect to the internet or anything, it would just connect my friends' laptops. It would be done with a wireless router.

I don't see why not. I highly doubt a hotel would have any policy about it. It shouldn't interfere with anything and it isn't harming anyone. The worst they can do is ask you to turn it off.

If youre using a phone line, have you checked to see if your connection is set to dial a 9 to access an outside number?

The FCC has exclusive jurisdiction over all radio communication. The bandwidth used for wireless LAN is specifically unregulated by them (meaning there's no law against it). You can set up a WLAN anywhere you darn well please.

Just use their wireless network, its easier for you.
