Alexander Hamilton, first Secretary of the Treasury, and founder of the Federalist Party, believed in a strong Federal government. He was for promoting business interests by creating a strong National Bank. He was in favor of creating a national debt and assuming the debts of the individual states. He felt that high tariffs and a tax on whiskey would pay for it. His focus was on the cities, which at the time were at or near the coast, and on international trade. He was also in favor of US aggression to obtain colonies from European colonial powers. His emphasis was on the elite, industry, and imperialism.
