Private action simply means that a case with a proper cause of action is brought by an individual, not by the government or its officer, in a court for trial.

If a private citizen file an aaction in a proper court it is considered private case. It also involves offenses like invasion of privacy, theft where a private property is stolen or the likes.

On the otherhand cases such as impeachment, malversation of public funds wherein the party in the case is government and a government official or employee is considered a public case. Although sometimes a private citizen initiates the information or the filing of the case to the proper court.

A private action is an action (usually in the form of a suit) brought by a private citizen against a person or entity. A public action, on the other hand, would be one brought by the government (often criminal/regulatory cases).
