What you "heard" is an urban myth that has been circulating on the internet since 2001. This was a spoof that folks in the anti-Bush camp latched onto and seem unable to let go of...regardless of the facts.
For the record, people with IQ's of 90 don't typically graduate from Yale, get an MBA from Harvard, get trained to fly fighters for the Air National Guard, serve two terms as Governor of Texas, and two terms as president of the United States.
