Good question.

He had a native American foster child...but he also persecuted them in general.

I guess he considered them to be people, but they had something he wanted and he was going to take it from them. As Americans...I doubt he'd have stomped on their rights.

So, no, I think he probably considered them, in general, to be lesser than white Americans, or not really Americans. He didn't consider them, like, to be animals...but he probably considered them like people from another country, almost. Like, it was just war and he was seizing property from an enemy.
