Tybalt never SENT Romeo a challenge. They just got into an argument because they were from opposing families. Then, because Romeo wouldn't fight Tybalt, Romeo's friend (Mercutio) did. Then, Tybalt killed Romeo's buddy, while Romeo was trying to stop the fight. So, naturally, Romeo killed Tybalt.
