All turtles need water, the question is how much. To answer that question, you need to know what species of turtle you have.
Aquatic turtles require A LOT of water - this is because they have to eat in water. Aquatic turtles CANNOT eat food on land, it HAS to be in the water. So, if you have something like a red eared slider, painted turtle, soft shelled turtle, then basically most of the tank should be filled to the top with water, and then just provide a small basking area under a heat lamp and a UVA/UVB light source.
Land turtles and tortoises require VERY LITTLE water. In face, just a tiny bowl to drink from or a soaked sponge should be sufficient. If you have a tank full of water for a land turtle, it will likely not eat, and get very sick. Land turtles include any tortoise, and box turtles.

yes but not a lot make sure that the water is filled up to the neck, the head should come out of the water. Turtles need to breathe but their enviroment is moist and has of course water. I used to have a turtle. I would suggest a giant tank about a keyboard sized with one flat but large rock that takes up half the tank, that way when the turtle wants to sleep it can sleep on land and not in the water. The turtle also loves heat sometimes so shine a dim or bright light onto the rock, not the water.

Yes, It will also need a turtle dock, turtles love to sleep out of the water a lot of the time, uv lights unless it is in the sun, you may need to add some aquatic salt to the water too. A filter or two to pick up any food scraps left behind. I take mine for a walk outside on the grass, they love to bask in the sun, but no longer than an hour if they are not use to it.
Its nice for them to have a fairly big tank as they love to swim, and a big rock for them to scratch their back on too, is nice.

if it is an aquatic turtle then it needs the depth of the water to be atleast 3 times the length of the turtle. If it is not an aquatic turtle then you need to always have fresh water available in a bowl for them to drink

You mean DOES a turtle need water.
All turtles need water. Land turtles need to drink but not to swim. Red ear sliders and other water dwellers need water and resting places out of water. They eat only in water.They make lois of waste and the water must be changed often. You gave no details about your turtle;size,type etc.

of corse a turtle will need water. its one nesesity everyone needs. what i did with my turtle is fill the aqaruim with just a little water. not to much. and push all the dry land stuff to one side of the cage. it worked for my turtle. he loves it.

of course your turtle needs water thats how they stay moist and hydrated always keep a fresh supply of water with your turtle at all times if not he will croak ( that means die )
