Never. The Soviet Union chose confrontation with the West from the blockade of Berlin in 1947 and Harry Truman's response with the air lift. Also, the "plebiscites" by which the eastern european countries "voted" to adopt "people's democracies," allied in the Warsaw Pact with the Soviet Union dated from 1947. Eisenhower was elected for the first time in 1952. By that time, even the Korean War had been going on for some time. One of Eisenhower's campaign promises was, "If I am elected, I will go to Korea." That was a vague promise that he would make peace.
