Lemme see, there are over 500 tribal sovereign governments, some with treaties & some not, some established by executive order, some tribes sued or had land claims settled in court, there are over 100 Supreme Court and other lower courts decisions, hundreds of pieces of legislation involving health, housing, education, social services...on and on. Each Tribe got something, some tribes got nothing, some got a little of the government "pie."

So in reply to your question, the answer is complex because we're all different even tho you may think we're all the same. From my perspective, the tribes that got the most from the government were the ones with good lawyers...but that's just my opinion.
