The House of Representatives is the same as Congress as the Legislative Branch in many countries. However, in some countries, Congress means the Senate together with the House of Representatives when the Legislative Branch is bicameral.

The House of Representatives and the Senate are the two legislative bodies that make up the Congress. The House has representatives based on population (a state with lots of people gets more representatives than a state with few people); the Senate has two representatives from each state, regardless of the size or population of the state in question.
