Who invited whom? If it was your idea to take the guy out after he passed his CPA exam, you should split the cost of his bill. If he invited all of you, he should pay.

you say "we decided to go out to celebrate". If it wasn't his idea, then all of you should split his tab as a congratulatory gift. If he just passed his CPA exams, he probably isn't making that much more than you yet - he has the potential to do so, but it probably isn't instant.
It's always a nice gesture when going out to celebrate someone's good fortune to at least buy the celebrant a drink. If there will be several of you, it'll only be a buck or two apiece.
Pony up - you never know when he might be in a position to help your career!!

The person who came up with the idea should pay for one round, at least. It would be a kind gesture to shout him a round, but I think everyone should pay individually, and maybe this guy could shout a round.

The one who gets a promotion usually buys something like good food for the office. If, however, you invite him out he or she should not have to pay for anything. It's an invitation.

it depends on who did the inviting. if you volunteered to take him out (either by yourself or in a group) you should pay. if he invited, you should plan to pay for yourself only, unless he offers to pay.
