if i buy a cell phone in the states by a company they dont have in canada, can you switch companies? its a Cingular Sony phone, if they dont have cingular in canada can i switch it to ah lets say for ex, Telus?

Whatever phone you buy ,make sure it is an "unlocked" phone.

certain phones are for certain companies. there codes are all different you can't do that
