I accidently marked yahoo answers as span...how do I get it to regular mail? thanks

Here is what it means; the constitution does not describe specifically all the rights that the people should or could have. Therefore the framers added this amendment to guarantee that those fundamental rights (not enumerated in the constitution) must be respected at all times by the federal Gov't. Hope this helps. No and if you'll notice the supreme court does everything it can to avoid it. for proof see the 1969 case that lead to the right to privacy, this was considered by all to be the moment when it would first be ruled upon. however the Justices made up a fairy world of shining flashlights through stuff and crating zones on the wall just to aviod touching the 9th. There has never been a ruling on this amedment. the best stragey is get a constitutional law book on the amendments and study the best accepted areas of thought on said amendment , as the supreme court has never defined said amendment.
