Why do they not vote to cut funding?This seems to be a "Lame Duck" Congress where no one is actually doing anything.

This is a topic I am attempting to get a good answer on also.

The definition of non-binding: Not mandatory; a non-binding dispute resolution procedure is one from which any disputant is free to walk away at any time; a non-binding decision in a case is one that any party may reject, opting instead to negotiate another settlement or to proceed to another type of dispute resolution procedure.

If I were to translate this directly into what the US congress is currently doing would be "Blowing hot air". They are not willing to take a stand against anything and this in itself I would have to say makes them useless.

They are making a political statement. They are not willing to abandon the troops cut off their funding and leave them helpless -- no. If they did that America would truly hate them. The Resolution is very political to distance themselves more distinctly from the policies of the unpopular Bush Administration. It is something they can bring up when campaigning in two years.

Because Liberals first and formost want voter feedback on how they voted before they make it official.
