A cap is the amount of money a team has to spend on a free agent and they can't exceed b/c if they do they'll have to cut big name player next season. Yes the patriots have a lot money and they are in the top 5 of teams with cap space. But Stallworth will stay with the eagles i guarantee it.

Salary Cap. A team can only sign i believe around 100 million in salary for players. so if your total payroll is over the salary cap ( only for players) then you would have to cut somebody or trade. as for Stallworth, i don't really know how much cap room the pats have. so i couldn't tell you.
