Wash with Whisk and hot water. Next polish with common old chrome cleaner available in any automotive store. It has a very light abrasive and should clean chrome back to new. If that doesn't get it try to find the product Simachrome (SP). You may have to track this down on line or a speed shop. I used it' on my American torque thrust wheels and it never failed.

The best chrome polish is at the Harley Davidson Dealership. It is called Blue Job. It cost about $15. It is a powder, read the directions before using. Always make sure the wheels are not hot when cleaning them.
