I agree that the Rungnado May Day Stadium in Pyongyang North Korea is the biggest. then I think its the Salt Lake Stadium in India followed by the Azteca, Mexico.
Though biggest overall stadium is the Indianapolis speedway but don't think they'd let you play soccer in there!!!
