This error message is typical of web sites or documents hosted on a limited host.

For example a hosting company called (made up) "hostingsite". A person signed up with hostingsite and that person is given 50Mb of harddisk space and 50Mb of bandwidth per month.

So if that page is 1Mb (that's a big one here) and in the 1st week 50 users access that page, it would max out the bandwidth allocated to that person and subsequent users would not be able to access the page until next month.

The web page owner has the page hosted on a server. The bandwidth (transfer in and out from accessing it) is exceeded when the amount the page owner as been allocated goes over. He may pay for 1GB, and if it goes over 1GB, you'll get that message.

Data transfer rate, or the amount of data that can pass between two things. so if there is a website that has to much bandwith it is sending too much information and it does not have the capacity or ability to send that much data.
