OK, I bought a graphics card about a year ago, ATI 9800 512mb. I bought a DVI to HD Component converter, and hooked it to the DVI slot and left it for about 6 months. I just got a cable for it. I hooked it into my TV, and it flickers. I narrowed it to the Green connection, regardless of what ones are in, if that one is connected it flickers. So, I tried the cable on a DVD player. It worked perfectly. So, I narrowed it down to the connector or the card. So, how do I determine it?

You need to change the Graphics card TV settings. I use nVidia and there's a separate TV menu there that lets you change the type of signal it outputs (S-Video, Composite, Component or if it is NTSC or PAL) Search through the catalyst help or online to find where the menu is.
