You can apply under MMH2 - Malaysia My Second Home program in which allow foreigners to stay in Malaysia and settle down.

I am not sure if you could run a business under this program. However, if you interested in business, you could find a credible Malaysian business partner for a start.

There are many areas around Port Klang which suitable for families or expatriates. Check out Shah Alam, PJ or Subang Jaya. Nice area to live and have tons of colleges and private hospitals, shops, apartments and universities affiliate with US/ UK varsities.

For s start please do your research about visa and setting a business in Malaysia. Good luck.
