There really can't any websites that can help you become a designer. I'd suggest taking lots of art classes in high school and then going on to a school like Parsons or FIT for college.

I don't know any websites but you can take courses like Home Economics (to learn and hone your sewing skills) and Art while in high school. Check out what art/fashion design schools are available in your state. Parsons in New York, and the Rhode Island School of Design, are considered among the best in the nation for fashion design.
You can also buy inexpensive patterns, or redesign a piece of clothing you already own. Practice sketching figures, clothing, and decoration.
Good luck!

Check out college programs to see what they are loking for, like Parsons
http://www.parsons.edu/departments/department.aspx?dID=73&sdID=96&pType=1
Another good option is seeing if you can be an intern at a small boutique that may sell formal clothing. You will get good experience with the construction/sewing behind just the ideas. You WILL need to know how to sew, not just draw ideas.
Also, there are pre-college programs at some art/fashion schools like Parsons where high school students can learn a lot.

Whatever city you are closest to, find an internship with a designer or a fashion magazine of some sort. This is for the future of course. Nothing will help you prepare as much as an internship. It doesn't have to be formal either, just ask if you can see what their schedule is.

Just do well in high school, take art or any classes that require you to be creative. You can practice by drawing your own stuff, and using cut outs from magazine to create outfits. When your done with HS, you should apply to schools with good design programs...one that is good but expensive is FIDM, also the Art Institue of San Francisco is really good and also acredited by other universities.

look at www.etsy.com for ideas of what u can make and sell online...
read up on fashion designers, fashion week, especially paris and runway fashions vs. ready to wear stuff... :) keep up w/ trends...
if i were u, i would call some fashion colleges (such as FIDM), and make an appointment to ask questions. go with your mom, or have her drop u off. say u need some advice, what to do in high school in order to ready urself for an art design college... they may give u pamphlets, brochures, information on what classes will help you or give you college credit...
ask for any info on contests, or internships! and ask for an application; i know that fidm's application requires an art project of designing a shopping bag and advertisement for a fake, or real, store, etc etc. anyways, just keep researching the internet, and if you have an art teacher, make friends w/ her and ask her for advice!!! :) good luck~

There is a cool game called the sims 2, they have a program you can use to design clothes for these little virtual dolls. If you can learn how to use it and make cool stuff that other people download, that could really get you going.
